As the only statewide professional organization representing physicians of every specialty and practice setting across Michigan, the Michigan State Medical Society (MSMS) is committed to improving the lives of physicians in meaningful ways. For years, our members have consistently identified Michigan’s extensive continuing medical education (CME) requirements as a significant source of unnecessary stress and administrative burden. Likewise, many physicians believe the state's disciplinary process can be more punitive than necessary to effectively protect public safety.
In response to these concerns, MSMS has worked diligently to develop and advance House Bill 5313. This legislation would:
- Reduce CME requirements from 150 hours to 75 hours during each three-year licensure cycle
- Establish clear standards for the creation of any future mandated CME topics
- Provide a one-time grace period for physicians who fall short of CME requirements
- Create a pathway to set aside certain minor disciplinary infractions
MSMS believes these reforms will help reduce unnecessary burdens on Michigan physicians while making our state more competitive in recruiting and retaining the physicians our patients need.
Representative Matthew Bierlein, the bill’s sponsor, has been a strong champion for this legislation. House Bill 5313 was unanimously approved by the House Health Policy Committee in February, demonstrating broad recognition of the need for reform. Since then, MSMS has continued working closely with partner organizations to address concerns and build support for the bill.
In particular, we have been communicating with the Michigan Department of Licensing and Regulatory Affairs (LARA) to ensure their concerns are addressed while preserving the bill’s core objectives. Additionally, the Michigan Osteopathic Association has expressed opposition to reducing CME requirements to 75 hours. To date, no agreement has been reached to increase the number of required CME hours as the proposed reduction in HB 5313 brings Michigan more in line with the vast majority of other states. MSMS remains focused on advancing reforms that directly address the concerns and priorities consistently raised by our members.
As the Legislature approaches its summer recess, the window to advance this important legislation is rapidly closing. We encourage all members to contact their legislators and urge them to support House Bill 5313. Together, we can reduce unnecessary regulatory burdens, strengthen Michigan’s physician workforce, and help ensure our state remains an attractive place to practice medicine.
