This week, the Legislature decamped from Lansing to Mackinac Island for the annual Detroit Regional Chamber Policy Conference. The conference brought together policymakers, business leaders, and representatives from a variety of other organizations for a week of policy discussions, political fundraising, and reactions to several major developments shaping Michigan’s political landscape.

Among the key issues discussed was the continued rise in costs across many sectors, including health care. A recent survey by the Small Business Association of Michigan found that rising healthcare costs are placing increasing strain on small businesses, with nearly 80% of respondents reporting double-digit premium increases and more than 75% indicating that healthcare costs are limiting hiring and growth. Business owners warned that unsustainable increases could eventually force employers to scale back or eliminate health coverage, with significant consequences for employees, families, and communities.

One proposal receiving attention is House Bill 5770, which would prohibit facility fees in certain circumstances. During conversations on Mackinac Island, several hospital-affiliated stakeholders voiced concerns about the legislation. MSMS remains engaged in discussions with the bill sponsor to ensure the legislation is narrowly tailored to achieve its intended goals without unintentionally impacting independent physician practices.

Other notable developments this week included the continued fallout following former Detroit Mayor Mike Duggan’s decision to suspend his independent gubernatorial bid, as well as news that Michigan Medicine and Blue Cross Blue Shield of Michigan reached a new reimbursement agreement after prolonged negotiations.

MSMS also had several productive conversations with legislative leaders on issues including scope of practice, protecting physician-led care teams, and ensuring appropriate investment in primary care. While policy discussions will continue in the weeks ahead, many legislators are expected to shift significant attention toward finalizing the state budget ahead of the July 1, 2026, deadline. As the Legislature returns to Lansing next week, MSMS will continue monitoring these and other issues closely.
