The 2026 House of Delegates officially started this week with Officer Speeches and the Ways and Means Committee. 

Report from Chair of the Board – Paul D. Bozyk, MD

Doctor Bozyk provided the annual organizational report highlighting successes in legislation, health care delivery and education.  He also reviewed the MSMS Task Force on Reorganization recommendations and how robust advocacy and member benefits are not guaranteed moving forward without significant change. To listen to Doctor Bozyk, click here.

Report from the Treasurer – John A. Waters, MD 

Doctor Waters reviewed declining revenue, potential downsizing of MSMS and the need for governance reforms.  To listen to Doctor Waters, click here.

Address of the CEO – Tom M. George, MD 

Doctor George explained what he has done over the last three years to reduce expenses while maintaining current levels of membership services.  He talked about his history in organized medicine and transitioning MSMS to meet the needs of the younger generation of members.  To listen to Doctor George, click here.   

Annual Financial Report – Lauchlin MacGregor, CFO

Mr. MacGregor discussed the annual audit, reserves and declining revenue.  He explained that while MSMS effectively managed a 25-year revenue contraction through disciplined expense reductions and staff consolidations; it is now entering a phase where continued revenue decline will directly translate into reductions in staff and essential services.  To listen to Lauchlin MacGregor, click here.

Address of the President – Amit Ghose, MD

Address of the President-Elect – Phillip G. Wise, MD

General Session:  The general session of the 2026 House of Delegates will be held virtually on Saturday, April 18, 2026, at 8:00 am.  The zoom room and credentialing will open at 7:00 am.  More detailed instructions for delegates will be available soon. 

 Reference Committee Meetings:  All Reference Committee meetings begin at 6:00 pm and will utilize the following link: https://us02web.zoom.us/j/85681480400?pwd=991BFkXaCwJ2QhfgjLPA9foHUEpdpu.1 .

 The remaining schedule is as follows:

  • Reference Committee on Internal Affairs (C) – Wednesday, March 25, 2026
  • Reference Committee on Payer and Legislative Advocacy (A and B) – Tuesday, March 31, 2026
  • Reference Committee on Public Health and Education (D and E) – Monday, April 6, 2026

Online Testimony Forum:  The Online Testimony Forum will be available from March 13 – March 24, 2026, for online written testimony.  To limit access to members only, you will need to register your account in order to provide comments.  Please use your first and last name for your username so that membership status may be verified. 

If you would prefer to send your written testimony directly to staff, you may email rblake@msms.org. Both types of submissions will be shared with the Reference Committees prior to their deliberations.

Reorganization Report and Recommendations:  The Task Force and MSMS Board of Directors recommend a series of comprehensive structural changes designed to position MSMS for the next decade of success.  As these recommendations require bylaw changes, they will be submitted to the House for decision.  They include:  replacing the House of Delegates with an all-member, year-round policy forum; eliminating mandatory dual membership, eliminating the Judicial Commission and reducing the size of the MSMS Board of Directors.
