Apply Now for Federal Provider Relief Fund Phase 4 Funds

The Michigan Department of Health and Human Services (MDHHS) is notifying providers of another round of funding provided by the U.S. Department of Health and Human Services (HHS) through the Health Resources and Services Administration (HRSA). This funding is available through the Provider Relief Fund for healthcare-related expenses or lost revenues due to COVID-19. On September 10, 2021, HHS announced Phase 4 of the Provider Relief Fund adding an additional $25 billion of assistance to providers. MDHHS is encouraging eligible Medicaid providers to apply to HRSA for this funding opportunity. The application period is now open and will close on October 26, 2021.

There are two funding opportunities available to providers through Phase 4 of the Provider Relief Fund. One application can be submitted for both opportunities:

  • General Distribution – payments are based on providers’ changes in operating revenues and expenses from July 1, 2020 to March 31, 2021. New elements include a focus on equity, including reimbursing smaller providers for their changes in operating revenues and expenses at a higher rate compared to larger providers, and bonus payments based on the amount of services providers furnish to Medicaid/CHIP and Medicare patient.
  • Rural distribution - payments are based on the amount and type of Medicare, Medicaid, and CHIP services provided to rural patients from January 1, 2019 through September 30, 2020.

Payments from both programs can be used for lost revenues or eligible expenses incurred from January 1, 2020 through December 31, 2022.

HRSA is hosting webinars to provide technical guidance on the application process. The two remaining webinars are scheduled for October 13th and October 21st.
