RESOLVED: That the administration and provision of health services via Medicare and Medicaid and private health insurance be outsourced to the state medical societies and the state hospital associations in the 3,142 counties under their purview; and be it furtherRESOLVED: That all health spending shall be tax deductible and encouraged by expansion of health savings accounts (HSAs).RATIONALE: No testimony was given on this resolution. The identical issue was raised in Resolution 56-05A, “Medicare/Medicaid,” which was referred to the Board of Directors for study at last year’s House of Delegates. Board Action Report #13 recommending no action on Resolution 56-05A was submitted to the House for approval. Because the House had not yet acted on the earlier resolution, the Committee felt it was inappropriate to take action that might conflict with the House’s decision.
