RESOLVED: That the MSMS House of Delegates adopt a policy to limit the discussion time in the House to two minutes per delegate per resolution with one chance to counter any other points or provide clarifications unless called upon by the Speaker of the House. RATIONALE: The Committee felt that there are guidelines already in place that are used effectively and did not want to limit all discussion because some issues may merit longer discourse.
