RESOLVED: That the MSMS House of Delegates (HOD) have either a pre-opening session of the HOD or a committee of the whole HOD just prior to the opening of the reference committee hearings, with the sole purpose of consideration of the report of the Committee on Rules and Order of Business and the opportunity to extract late resolutions that were not approved by the Committee on Rules and Order of Business for referral to the appropriate reference committee.
