RESOLVED: That the Michigan Delegation to the AMA ask the AMA to ask the AMA’s CPT Editorial Panel to investigate for data collection and report back at Annual 2010 meeting: 1) developing a modifier for the E&M codes to identify non-compliant patients and/or 2) develop an add-on code to E&M codes to identify non-compliant patients.REFERENCE COMMITTEE RATIONALE: Although the intent of the resolution is not to classify or label patients, the Committee felt that concerns raised about potentially negatively labeling patients are valid. However, the Committee recognized that there are several issues related to the ability to provide care and achieve favorable outcomes for patients who are non-compliant.
