RESOLVED: That MSMS support the concept of an Electronic Legal Record (ELR) for legislators (analogous to the Electronic Health Record) that would have:1. An audit trail for legislation, specifying who initiated, confirmed and sustained any parts of the law; 2. An audit trail to document that the legislator personally read all parts of the legislation; 3. Penalties for legislators who do not read their legislation; and 4. Penalties (e.g., lack of payment, withholding of travel perks, etc.) for non-compliance with the ELR.
