RESOLVED: That MSMS seek legislation that would include the creation of a special fund for those with catastrophic neurologic injuries secondary to snowmobile and all-terrain vehicle related injuries and disability; and be it further RESOLVED: That MSMS call upon the Michigan legislature to direct that the MichiganSecretary of State establish and enforce a surcharge on the sale of all snowmobiles and all-terrain vehicles with the monies derived from the surcharge being utilized solely for contribution to a special fund to be used only for patients injured or disabled from snowmobile and all-terrain vehicle accidents.RATIONALE: The Committee agreed that snowmobiles and all-terrain vehicles (ATVs) are responsible for a number of serious accidents requiring significant amounts of heath care resources. However, the Committee was not certain that surcharges to sales of snowmobiles or ATVs would be sufficient to cover the amount of money needed to pay for the severe injuries that would need to be covered. Additionally, the Committee felt other alternatives such as mandatory insurance for operators of these vehicles could be a more effective method of funding for these injuries.
