RESOLVED: That MSMS ask the Michigan legislature to tax dissolvable tobacco products in the same manner and at the same rate as cigarettes. REFERENCE COMMITTEE RATIONALE: The Committee deleted the second resolved portion of the original resolution because it reflects existing Michigan law. Nicorette and similar nicotine replacement therapy products would not be included in this resolution, because they do not contain tobacco. The Committee heard testimony that marketing of dissolvable tobacco primarily is aimed at children, which is a particularly objectionable aspect of dissolvable tobacco products. The Board also considered related Resolution 18-09A which calls for a ban on dissolvable tobacco products and considers a ban to be the ideal solution, if achievable.
