A Step Forward in Sending Clinical Quality Measures

As of June 1, 2016, the Michigan Department of Health and Human Services and State Medicaid allows clinical quality measures to be sent electronically through the Michigan Health Information Network's Clinical Quality Measure Reporting and Repository service (CQMRR – pronounced "skimmer").

This new service eases burdens on healthcare providers and professionals by allowing them to send clinical quality measures directly from their electronic medical record systems.

State Medicaid is notifying Medicaid providers about using the new service.

The CQMRR service accepts clinical quality measures from certified EHR systems already being used by healthcare providers. The new process should be very straightforward for Stage 2 Meaningful Use facilities that already use Quality Reporting Document Architecture (QRDA) file formats to submit clinical quality measures.

Michigan's State Medicaid will accept Category 3 (aggregate measure) files, with Category 1 (individual measure) files to be accepted later in the year.

Eligible professionals, eligible hospitals and critical access hospitals may send Category 3 files to State Medicaid through MiHIN's CQMRR service starting June 1. These Medicaid providers can submit Category 3 files either through their Health Information Exchange (HIE), or by sending a Direct Secure Message to CAT3@direct.mihin.org with the Category 3 file attached.

Any qualifying organization wishing to send quality measures to State Medicaid for MU credit can contact their existing Health Information Exchange (if already working with an HIE) or by emailing quality@mihin.org to begin.
