Progress in health policy this legislative session has been gradual but is beginning to gain momentum.

The primary issue under consideration in both the House and Senate is the repeal of the sunset provision for the Interstate Medical Licensure Compact (IMLC). The IMLC streamlines the licensing process for physicians seeking to practice across multiple states. Michigan joined the Compact in 2018, with full participation beginning in September 2019. However, the state's involvement has been subject to an expiration date, meaning that without legislative action, Michigan would no longer be part of the Compact. House Bill 4032 seeks to eliminate this expiration date, ensuring Michigan’s continued participation. The House Health Policy Committee has approved the measure, and it now awaits further action on the House floor.

Beyond this, Senate leadership has prioritized the creation of a Prescription Drug Affordability Board (PDAB)—introduced through Senate Bills 3, 4, and 5—as well as legislation addressing opioid use and substance use disorders. MSMS has historically supported similar PDAB legislation and remains committed to initiatives that lower prescription drug costs and enhance medication access for patients.

In the House, the new Chair of the Health Policy Committee has expressed interest in legislation to strengthen the 340B drug pricing program and reform Pharmacy Benefit Managers (PBMs). While specific bills have yet to be introduced, MSMS continues to closely monitor these discussions. At this week’s committee meeting, representatives from the Michigan Health and Hospital Association and the Pharmaceutical Research and Manufacturers Association provided testimony on the 340B program. Hospitals emphasized the program’s critical role in sustaining services in rural and underserved communities, while pharmaceutical industry representatives raised concerns about whether cost savings are being used as intended. The Committee Chair has indicated that the issue will be revisited, though it remains unclear whether previous legislation will be reintroduced.

Governor’s State of the State Address

In other news, Governor Whitmer delivered her State of the State address on Wednesday evening. She emphasized bipartisan efforts to improve the efficiency of the permitting process, proposed restrictions on cell phone use in schools, advocated for reducing youth vaping rates, and proposed expansion of medical debt relief programs.
